fix: 修复 CI 配置适配 Shell executor

- 移除所有 image 和 services 指令(Shell executor 不支持)
- 移除 Alpine 专用命令(apk add)
- 移除重复的 variables 配置
- 所有 job 使用 tags: docker 匹配现有 runner
